California's cap-and-trade and Low Carbon Fuel Standard added about 47 cents per gallon of gasoline in July 2026, according to the California Energy Commission. Washington's carbon auction adds roughly 31 to 50 cents per gallon depending on allowance prices, with clean fuel rules adding more. Oregon's programs add about 10 cents per gallon today and could reach 22 cents by 2030. New York's economy-wide cap-and-invest has not started, so its costs are not showing up at the pump yet.
