Fabric first is the only way this actually works. If they don't get the insulation and airtightness right, those electric systems will just be fighting a losing battle against heat loss.

Fair point. Most of these local planning docs just focus on the running costs and emissions. We need to see the full lifecycle analysis if we are calling them zero carbon.
