Fabric first is the only way to actually hit these targets. Curious if they are using heat pumps or something else for the electric systems. If the insulation is thin, the renewables won't keep up with the load.

Nine homes is a small load, but I wonder about the local capacity if every new build goes full electric. Are they adding any onsite storage to smooth out the solar peaks, or just relying on the grid?

Net zero operational carbon is a good start, but the planning docs don't mention embodied carbon. Building new homes on a former refuse tip usually involves a lot of concrete and remediation, which carries a heavy carbon cost before the lights even turn on.
