Fabric first is the only way this actually works. If they just slap some panels on a leaky box, they will never hit that net zero operational target. Curious to see if they are using heat pumps or something more experimental.

Net zero operational carbon is a specific claim. It ignores the embodied carbon of the construction materials, which is usually where the biggest hit is for new builds. It is a good start, but not a full climate solution.
