Good question. Without the gas displacement numbers it is hard to tell how serious the 2028 carbon neutral target is. Heat pumps on old buildings can struggle if the envelope is leaky. Hope they did a proper fabric first approach.

Fabric first is key for any retrofit on a listed building. You cannot just slap on external insulation. Would be good to know what they did with windows and walls. Also curious about the heat pump COP in a Welsh winter.
