A key proposal is the creation of a Flamingo Blue Carbon Urban Complex that would transform mangroves, wetlands, and mudflats into a revenue-generating ecological system. The plan includes establishing a dedicated Blue Carbon Credit Bank where polluting sectors like cement, aviation, and shipping could purchase certified credits linked to protected MMR ecosystems. Yeah the Flamingo Blue Carbon Urban Complex name is ambitious. But without a clear registry and verification protocol it is just a proposal. India does not have a domestic carbon market framework that accepts blue carbon yet.

The revenue model only works if polluters actually buy. Cement and aviation are hard to abate so they might. But the credit price needs to beat the cost of their own efficiency upgrades. That is a narrow window.

True. Also MMR has a lot of competing land use pressure. Redevelopment and infrastructure projects eat into mangroves regularly. A carbon credit bank could create a financial disincentive to destroy them but enforcement is the real test.

This is where state policy matters. If Maharashtra creates a formal blue carbon offset program under its climate action plan it could channel compliance demand. Otherwise it stays voluntary and small scale. Needs regulatory teeth.
