Mumbai civic body taps green bonds and carbon finance to close Rs 2.45 lakh crore infrastructure gap
mid-day.comThe Brihanmumbai Municipal Corporation (BMC) is looking beyond traditional taxes to fund a massive infrastructure pipeline. With committed liabilities of Rs 2.45 lakh crore and only Rs 41,390 crore budgeted for 2026-27, the civic body has floated an RFP for financial consultants to design a long-term financing strategy. The plan includes municipal green bonds, carbon credits, development finance, and blended finance instruments to cover projects like the Mumbai Sewage Disposal Project, the Goregaon-Mulund Link Road, and the Coastal Road North. The funding gap is substantial, and BMC's reserves are largely tied up against existing commitments, so alternative sources are critical. The move signals a growing role for climate-linked finance in Indian municipal infrastructure, though questions remain about creditworthiness, investor appetite, and the actual flow of carbon finance.
