Firms are not abandoning the transition. 69% still expect a greener energy mix in three to five years, and the most requested policy support is better access to renewable energy and procurement options, cited by 55% of respondents, ahead of tax incentives at 48%. Limited clean energy availability was the top barrier at 48%. Rooftop solar and renewable energy certificates or power purchase agreements are the preferred clean energy choices.

The 53% delaying number is the headline, but the 69% expecting a greener mix in 3 to 5 years is the part worth watching. That gap between near-term delay and longer-term expectation is where policy and project finance will actually matter.

Vietnam and Indonesia accelerating while Singapore delays makes sense if you look at where each market started. Singapore already captured the cheap efficiency gains. The next step there is capital intensive, so the pause is not surprising.

Firms say they want more renewable access and cite the Asean Power Grid as a reason to invest. That assumes the grid gets built. Cross-border trade has been stuck on regulatory and tariff questions for years, not on corporate demand.

The survey puts energy efficiency first at 41%, but the barrier list says clean energy access is the harder problem. Efficiency gains are finite and site specific. Rooftop solar and PPAs can scale faster if the procurement side gets fixed.
