Morocco has opened draft bill 62.25 for public consultation. The law would create a national carbon market registry, a climate transparency platform, and a commission to oversee carbon credit transfers under Article 6 of the Paris Agreement. It does not cap emissions or create an ETS-style quota system for Moroccan manufacturers. The bill gives legal shape to a Norway-Morocco cooperation agreement. Norway expects 9 to 10 million tonnes of CO2 avoided by 2030 from roughly 2 GW of renewable capacity plus battery storage built between 2026 and 2036. Morocco would transfer ITMOs to Norway, and the bill includes safeguards to limit annual volumes so the country does not sell reductions it needs for its own NDC. The article also separates this law from CBAM. The EU border carbon mechanism remains European regulation, but both systems push exporters toward reliable, verifiable carbon data.
