The whole of government framing sounds good, but the real test is how the Ministry of Economy and Finance actually weights climate risks in the national budget. If the incentives for other ministries do not change, the silos usually stay put.

Agreed. Also, the article mentions low carbon industries and renewables but says nothing about the grid. You cannot hit those job numbers or export targets if the transmission infrastructure cannot handle the new capacity.

The Green Generation strategy for rural areas is the part I want to see more of. Broad policy is fine, but the actual cost of implementing water efficient tech for small farmers is where this succeeds or fails.
