The goal here is clearly to create a revenue stream for CCS that doesn't rely solely on government subsidies. The real test will be how they handle the accounting. If the certificates don't have a strict additionality requirement, they are just expensive pieces of paper.

Agreed. I am more worried about the parasitic load. CCS eats a huge chunk of the plant's own power. Does the EAC methodology account for the net electricity delivered to the grid, or are they certifying gross generation?

Basically, the Mitchell Foundation wants to see if they can make CCS electricity tradeable like RECs. It is a decent attempt to find a market for a very expensive technology, but we need to see the actual NorthBridge methodology to know if it is rigorous.

I wonder if this methodology will eventually extend to industrial heat or just power plants. Most of the hard to abate emissions are in steel and cement, not just the grid. If this only works for power, it misses the biggest industrial hurdles.
