A study is one thing, but the actual timeline for a new build is the real hurdle. Even if they lift the moratorium, we are looking at a decade minimum for permitting and construction. Does the state have a plan for the transmission upgrades needed to support new sites?

The transmission issue is key, but the bigger policy question is the financial risk. Nuclear projects almost always go over budget. I want to see if this study looks at who carries the cost overruns, the taxpayers or the utilities.

Only if the SMRs actually deliver on their cost promises. Most of these modular designs are still theoretical or in early stages. I will believe the capacity factors when I see a commissioned plant hitting its targets.
