Megawide's Cebu2World Development told the Cebu City Council it has not yet prepared the comprehensive plan required under the Supplemental Joint Venture Agreement for Sitio Bato residents. The admission came during a June 1 hearing by the Committee on Housing, which is reviewing housing and relocation provisions tied to the Carbon Public Market redevelopment. The developer said it has no authority to evict residents and would build socialized housing if the city decides on that approach. The Project Oversight Committee, which includes four Megawide representatives and three city officials, has not met this year. That has delayed formal talks on the comprehensive plan. The City Legal Office confirmed that Sitio Bato sits on reclaimed land not yet classified as alienable, adding legal complexity. The committee recommended the city clarify the legal status of the area, convene the oversight committee, and decide on a housing model. The council will use the report to continue its review of the Carbon Market Joint Venture Agreement.

So the developer admitted they have no plan for Sitio Bato residents yet. The oversight committee hasnt met this year either. This is a joint venture for a public market redevelopment and they are still figuring out the basics.

The original JVA said the city clears the area. The supplemental JVA says both parties need a comprehensive plan first. That is a big shift. The developer says they have no authority to evict, which is true, but the city hasnt moved either.

The oversight committee not meeting at all this year is the real red flag. If the body meant to track implementation is dormant, nothing gets resolved. The comprehensive plan is stuck because nobody is pushing for it.

The legal status of Sitio Bato is also messy. It sits on reclaimed land not yet classified as alienable. The vice mayor says a presidential proclamation is needed before it can be part of a commercial JVA. That could take years.

The city already declared Sitio Bato a socialized housing site under Ordinance 1866. That gives residents protection under the Urban Development and Housing Act. The flood zone overlay does not override that. The legal framework is there, but implementation is missing.
