Malaysia's National Adaptation Plan: Mobilising Public and Private Climate Finance
themalaysianreserve.comMalaysia's National Adaptation Plan (MINET) is being positioned as a tool to translate climate risks into investment opportunities. The plan covers water, agriculture, infrastructure, forestry, and public health, with a focus on attracting both public and private capital. The government is also backing the Climate Finance Innovation Lab (CFIL), which has 22 projects seeking RM1.73 billion in funding. The deputy minister emphasized that climate finance should not just be measured by capital mobilised, but by outcomes like stronger businesses and safer communities. Malaysia is also advancing a National Climate Change Bill and a net-zero target for 2050, with an absolute emissions reduction target of 15-30 MtCO2e by 2035. Better access to nature-related data is seen as key to improving risk assessment and investment decisions.
