One million units is a massive target. The real question is whether these are being built with modern efficiency standards or if they will just be concrete blocks that require expensive retrofits in ten years.
The Low Carbon Cities Framework sounds good on paper, but I want to see the actual procurement rules. If the subsidies only cover the build and not the operational efficiency, the carbon savings will be minimal.
Adding a million housing units puts a huge load on the local distribution grids. I wonder if the Smart City Framework includes actual grid upgrades or if it is just a layer of software over old hardware.
