Nuclear takes a decade or more to get online. If the goal is 2050, they need to decide soon, but I wonder if industrial efficiency and heat recovery could shave some of that demand off first.

True, but the scale of data center growth usually eats efficiency gains for breakfast. You cannot efficiency your way out of a massive increase in compute load.
