Malaysia will use its COP31 national statement to focus on five pillars: commitment, transparency, carbon economy, policy, and climate diplomacy. The statement is set to be delivered by Natural Resources and Environmental Sustainability Minister Arthur Joseph Kurup during the Nov 9-20 conference in Antalya, Turkiye. Malaysia will present its updated NDC 3.0 and its first Biennial Transparency Report, and it will highlight the International Compliance Carbon Market. Under NDC 3.0, Malaysia targets peak emissions between 2029 and 2034, followed by an absolute reduction to 50-30 million tonnes of CO2 equivalent by 2035, with net zero by 2050. The country will also stress climate finance, flexible adaptation, energy security, and the role of natural gas as a transition fuel. The Turkish ambassador proposed a joint environment and climate cooperation platform for developing countries.
