Major Emitters Ignore Health in Climate Plans, New NDC Scorecard Shows
healthpolicy-watch.newsA new scorecard from the Global Climate and Health Alliance reviewed 117 national climate plans and found that low- and middle-income countries rank highest on health, while major emitters like China, the US, India, Russia, and Saudi Arabia score near the bottom. Colombia topped the ranking with 29 out of 32 points, followed by Nigeria and Cambodia. Ten large economies that scored under 10 points produce more than 60% of global greenhouse gas emissions, according to EU data. The scorecard measures how seriously plans address health, not how deeply they cut emissions. Only nine plans put a price on climate change's health toll, and just two calculate the return on protecting people from it. The WHO separately found that 9 in 10 plans mention health, but only 10 say they will fund any of it without outside help. Health has no formal negotiating track at COP31, though Türkiye's presidency has placed it on a voluntary action agenda.
