508 MtCO2e for one state is a lot. The gap between 31 GW renewable installed and only 6% of national renewable generation is the real story here. Capacity numbers without actual output don't mean much.

Curtailment is a real issue in some states with high renewable penetration. But Maharashtra also has good solar and wind resources. The problem might be more about coal PPAs locking out renewables rather than grid limits.

MSMEs burning 7.8 million tonnes of coal and 596 million litres of petroleum is where the real work is. Retrofitting brick kilns and foundries is expensive and most of those units operate on thin margins. Need targeted finance.

Maharashtra is the largest state economy in India. If they can't figure out how to grow while cutting emissions, that's a bad sign for other states trying the same thing. Worth watching what policies actually get funded.
