No vote is basically a soft no. I wonder if the issue is actually zoning or if there is a grid interconnection problem they aren't mentioning. Did the developer provide a clear plan for the tie in?
Usually it is just local zoning laws. These boards often use special use permits to stall until community opposition dies down or the developer offers a side deal. It is a classic implementation gap.
