LASEPA has launched the Lagos State Greenhouse Gas Registry (LGHGR), making Lagos the first sub-national government in Nigeria to set up a comprehensive platform for measuring, monitoring, reporting, and verifying greenhouse gas emissions. The registry aims to support evidence-based policymaking, improve transparency, and lay the groundwork for carbon market participation. The registry was developed in partnership with TPHG and covers critical sectors of Lagos's economy. LASEPA's General Manager stated the tool will strengthen climate reporting obligations, facilitate carbon market opportunities, and enhance investor confidence in the state's climate initiatives. The launch represents a shift from broad climate commitments toward measurable, data-driven action. For carbon market participants and climate policy watchers, this is a significant development. A functioning sub-national registry creates the infrastructure needed for credible carbon accounting and eventual trading. The next question is how quickly Lagos will move from reporting to using this data for actual emission reduction targets and market mechanisms.
