Langford adopts Zero Carbon Step Code for new buildings, requiring full electrification by December 2026

Langford, British Columbia has adopted an amendment to its building bylaw that will require all new building permit applications to meet the province's Zero Carbon Step Code. Starting July 1, 2026, simple buildings like single-family homes must decarbonize heating, water heating, and cooking appliances. By December 1, 2026, all new buildings must achieve Emission Level 4, which means full electrification. The regulation applies to both simple buildings and complex developments such as large residential, office, and retail buildings. Council members noted the move balances growth with climate resilience and long term affordability, especially as heat events become more common. The bylaw replaces the current Level 1 requirement, which only mandated emissions reporting without any reduction targets.
