This is a classic example of scope creep. They started with basic safety and aesthetics, then pivoted to carbon neutrality mid stream. Now the budget has doubled and the basic envelope work like windows is still lagging. You cannot hit net zero if the windows are falling out.
The gap here is between the policy intent of a 2030 carbon neutral target and the actual procurement reality. Setting a target is easy, but managing a retrofit across 826 homes while coordinating with government funding is where these projects usually stall.
The Notting Dale Heat Network is the only concrete technical detail here. I want to know the actual heat source for that network. If it is just a large gas boiler with some offsets, it is not real decarbonization. What is the actual capacity and fuel source?
