Lagos Launches Greenhouse Gas Registry: First Nigerian Sub-National Carbon Tracking System
thisdaylive.comLagos State has launched the Lagos State Greenhouse Gas Registry (LGHGR), making it the first sub-national government in Nigeria to build a comprehensive system for tracking carbon emissions. The registry, unveiled by LASEPA General Manager Dr. Babatunde Ajayi, aims to measure, monitor, report, and verify emissions across all major economic sectors. It is designed to support evidence-based policymaking, improve transparency, meet climate reporting obligations, and unlock carbon market participation. The registry builds on a 2022 greenhouse gas inventory conducted with TPHG Technologies, using 2019 as the baseline year. That inventory found roughly 35,000 premature deaths annually in Lagos linked to poor air quality, highlighting the urgency of addressing industrial sector data gaps. The initiative has federal endorsement from Nigeria's Ministry of Environment and positions Lagos to attract climate finance by providing credible emissions data. Private sector backing from Swanlux Global Investment Limited signals that credible data, not just good intentions, will drive climate accountability. The registry represents a bid for Lagos to set terms for how African megacities measure, prove, and monetise their sustainability commitments, moving beyond participation in the global climate conversation to active leadership.
