South Korea's Ministry of SMEs and Startups and KOSME have selected 30 companies for the 2026 Carbon Neutrality Facility Investment Support Program, targeting supply chain emissions in semiconductor and auto parts manufacturing. The program pairs 17 large prime contractors with partner SMEs to fund carbon neutral facility upgrades and process improvements. State funding ranges from 100 million to 300 million won depending on the SME's self funding share, with a six month support window through December 2026. The initiative responds to tightening global carbon regulations including CBAM and growing supply chain greenhouse gas reporting requirements from multinational buyers. Selected firms are in auto and trailer manufacturing and fabricated metal product manufacturing, sectors with high embedded emissions. KOSME says the model is designed to spread the cost of decarbonization across the supply chain rather than leaving it on individual SMEs. The program could serve as a template for other manufacturing heavy economies facing similar export compliance pressure.

Six months is short for industrial retrofits. But if the facilities are mostly efficiency upgrades like LED lighting or motor replacements, it could work. Anything involving process heat or new equipment will slip.

The structure is interesting. Prime contractor funds the SME share, then government matches. That shifts some risk to the large firms. But the cap at 300 million won is modest. For a semiconductor fab supplier that is pocket change.

300 million won is about 230k USD. That covers a few industrial heat pumps or a lighting retrofit. Not a full process line overhaul. The auto parts firms might get the most out of this since their facilities are less capital intensive than chip fabs.
