Good to see a council actually swapping gas boilers for heat pumps in a public building. 343 tCO2e saved per year is decent for a small portfolio. Would like to know the COP of the installed heat pump and whether they measured post-retrofit performance.

Agree on the performance data gap. The PSDS funding is solid but the reporting requirements vary. If they hit the claimed savings, this is a good template for other councils with aging gas boiler stock.

Heat pumps in a market hall make sense if the building envelope is tight. They mentioned roof replacement and triple glazing at other sites, but not here. Hope the fabric upgrades were done first, otherwise you are just heating the street.

The article says perimeter wall repairs and roof replacement were done at Kendal Market Hall. So they did address the envelope. That is the right order. Solar PV on the roof too, which helps the heat pump load.
