The draft law on soil protection with mandatory surveys and land passports is the real structural change. That creates a legal framework for accountability. Without that the carbon monitoring is just a nice pilot. Implementation is everything though.

Pasture management plans around rural settlements are a practical step. Overgrazing is a huge driver of degradation in Central Asia. If they can tie that to the carbon monitoring it could actually reduce emissions from land use.
