Kashmir farmers carbon credit framework: ESMF guidelines and uncertain local gains
greaterkashmir.comKashmir's farmers could earn carbon credits for climate-friendly agriculture, but the path to local revenue is still unclear. Sher-e-Kashmir University of Agricultural Sciences and Technology, Kashmir (SKUAST-K), IIED, and VCMI recently released an Environmental and Social Management Framework (ESMF), a farmer guidebook, and a toolkit on international carbon market cooperation. India's agriculture ministry says it will use the ESMF to screen and manage risks in agricultural carbon projects under the Carbon Credit Trading Scheme (CCTS), which was notified in June 2023. So far, there are no verified figures on how many farmers in J&K are enrolled in agricultural carbon projects, how many credits have been generated, or what income farmers have received. The new guidelines aim to protect participating communities and help farmers navigate the market. But questions remain about qualification rules, verification costs, and how much of the revenue would actually reach farmers. The framework is a step forward, but the real test is whether local projects with measurable benefits ever get off the ground.
