Jordan's World Bank reform program hits climate targets, moves toward green bond issuance
petra.gov.joJordan's World Bank-backed reform program, the Inclusive, Transparent and Climate Responsive Investments Program for Results, has met 20 of its 44 disbursement-linked targets. The $1.35 billion program unlocked about $316 million in results between August 2025 and August 2026, with total disbursements reaching $939 million. Reforms cover investment promotion, licensing, public services, and climate-related policy. On the climate side, the World Bank reports cumulative emissions reductions above 7.8 million tons of CO2 equivalent from 2016 to 2025, beating the original target. Jordan also adopted a national green taxonomy and a green sovereign bond framework, and it is preparing an inaugural green bond issuance expected in 2026 or 2027. Work is underway on an MRV system, a greenhouse gas registry, and legislation to regulate carbon markets. The program runs until June 2028. Remaining work includes further licensing reform, green finance mobilization, and integrating climate-responsive public investment, which is already at 83 percent completion.
