Jordan's World Bank reform program hits 20 of 44 targets, cuts emissions and advances green finance
petra.gov.joJordan has completed 20 of 44 disbursement-linked results under a $1.35 billion World Bank program, according to a new assessment. The results cover investment climate reforms, government services, data quality, and environmental measures. Between August 2025 and August 2026, the value of achieved results came to about $316 million, with total disbursements reaching $939 million. On climate, the World Bank reports cumulative CO2 equivalent reductions of over 7.8 million tons from 2016 to 2025, beating the original target. Jordan also adopted a national green taxonomy and a green sovereign bond framework, and it is preparing its first green bond issuance, expected in 2026 or 2027. The government is working on MRV systems and legislation to regulate carbon markets. Remaining work continues until the program closes in June 2028. The next milestones to watch are the green bond issuance and whether the licensing and investment reforms translate into operational clean energy projects.
