Job displacement costs in Germany's carbon-intensive sectors: CEPR research on the green transition
cepr.orgNew research using German administrative data from 1992 to 2020 finds that workers displaced from high-carbon sectors face larger and more persistent earnings losses than workers displaced from other sectors. The gap is driven by occupation-specific skills, regional concentration of high-carbon industries, and higher firm wage premia in those sectors. The pattern holds outside manufacturing, so it is not just an old industrial decline story. These findings matter for climate policy. They suggest that a carbon price or phaseout without complementary measures could put a heavy burden on workers in specific regions and occupations. The authors point to vocational training and mobility support, but note that mass relocation would hurt the communities left behind. Balancing individual support with regional development is the core policy challenge.
