The carbon intensity segregation part is the key detail. If you can't track the carbon content of hydrogen or ammonia through storage and transport, the whole low-carbon label falls apart. But this is just an MoU. No timelines, no volumes, no offtake. Worth watching but not much to act on yet.

JERA's target of 2029 for the first integrated low-carbon ammonia value chain is ambitious. That gives them about three years to move from MoU to construction. Samsung C&T has project experience in Korea, so the partnership makes sense. But the real bottleneck will be securing enough low-carbon hydrogen supply at a competitive price.

The carbon intensity segregation in storage is a practical problem that doesn't get enough attention. If you mix low-carbon ammonia with conventional ammonia in the same tank, you lose the green premium. JERA and Samsung C&T are at least acknowledging that infrastructure design matters. But the cost of dedicated storage and handling is significant.
