J&K Unveils Carbon Credit Framework to Monetize Green Projects and Attract Climate Finance
kashmirreader.comJammu and Kashmir is moving forward with a carbon credit framework designed to turn its ecological assets into revenue. The proposal, reviewed by Chief Secretary Atal Dulloo, covers carbon markets, a green cess, convergence with existing programs, and a dedicated Green Fund. Officials cited examples like BMC earning ₹27 crore and Gujarat ₹22 crore from carbon credit sales, while J&K has not yet tapped this market despite substantial green investments. The framework outlines a revenue-sharing model where 35% of net proceeds go to primary growers and community project owners, 30% to the J&K Green Fund, and the rest split among FPOs, districts, and sector accounts. A 180-day roadmap includes asset inventories, five to seven pilot projects across agriculture, forestry, and municipal corporations, plus a digital monitoring platform with BISAG-N. Key sectors targeted are agriculture, hydropower, forestry, rooftop solar under PM Surya Ghar, and EV adoption.
