J&K Carbon Credit Framework: Digital Registry, Green Fund, and Revenue Sharing Plan

The framework, developed by CITaG with the Finance Department, includes four pillars: carbon markets, green cess, convergence, and a dedicated green fund. A partnership with BISAG-N will create an integrated digital monitoring platform and carbon registry to ensure transparency. The plan also includes a 180-day implementation roadmap covering green asset inventory, pilot projects, and a secure data repository. Revenue sharing would allocate 35% of net carbon proceeds to primary growers or community project owners, 30% to the J&K Green Fund, 15% to Farmer Producer Organizations, and 10% each to district climate initiatives and sector-specific accounts. Sectors like agriculture, hydropower, forestry, rooftop solar, and EVs are highlighted as potential credit sources. A green tourism contribution is also being considered to fund climate resilience at tourist sites.
