Former Colombian President Iván Duque will chair the new Technical Expert Panel Advisory Group for the ICC and Carbon Measures product-level carbon accounting initiative. The group will feed external policy and business perspectives into the work of the Technical Expert Panel, which is developing a globally applicable carbon accounting framework. Duque led Colombia from 2018 to 2022, where his administration set a 51% emissions cut target by 2030 and a 2050 carbon neutrality goal, later written into the country's 2021 Climate Action Law. Carbon Measures describes itself as a coalition pushing for ledger-based carbon accounting and product-level carbon intensity policies. The goal is to give companies and products accurate, verifiable emissions data that can support capital allocation and market-based decarbonization. The advisory group's other members have not been named yet.

This is mostly about governance for the accounting framework, not a new methodology. Duque's role is to bring policy and business voices into the TEP. Worth watching whether that actually speeds up implementation or just adds another layer.

The interesting bit is Carbon Measures pushing product-level carbon intensity data. That is where real market pressure could show up, because buyers can compare suppliers on actual emissions per unit, not just corporate averages.

Duque's Colombia record is a mixed signal. The 51% by 2030 target and Climate Action Law are real, but implementation lagged and oil exports stayed central. For an advisory role, the question is whether he pushes for accounting rules that are strict enough to matter.

Product-level accounting only works if the underlying data can be verified across supply chains. Duque can open doors, but the TEP still has to solve how a small supplier in a weak data environment reports emissions without guessing.

From a building and industry angle, product-level carbon intensity would finally make low-carbon materials visible in procurement. That could shift real purchasing decisions if the framework survives contact with actual supply chains. Big if.
