The key here is the shift from just tracking the biogenic rubber to acknowledging the fossil fraction. If the certification doesn't clearly distinguish the GHG performance of that fossil share, the label Recycled Carbon Fuel might be doing a lot of heavy lifting for very little actual carbon gain.

True, but from a plant operator perspective, having a recognized certification pathway is what actually moves the needle. Without this, the oil is just a waste product. With it, they have a commercial product they can actually sell to a refinery.

Basically, ISCC EU is making it easier for tire pyrolysis oil to be sold as a circular feedstock. It covers both the natural rubber and the synthetic fossil parts now. Good for the suppliers, but we need to see the actual GHG savings data to know if it is a real win.
