Price certainty is great, but it does not build transmission lines. We can tax carbon all we want, but if the 40GW target for renewables is stalled by interconnection delays and planning hurdles, the price signal just creates a bottleneck.

Exactly. The fuel tax credits for diesel essentially subsidize the emissions the government says it wants to stop. It is a contradictory policy loop.
