The Irish Department of Environment has written off approximately €2.5 million in carbon credits after EU legislation changed. These credits, totaling 702,000 units, can no longer be used to offset penalties for missed climate targets. The credits were originally acquired as part of a larger purchase following Ireland's adoption of Kyoto Protocol emission targets in 2007. The state's Carbon Fund, created to manage these assets, has remained dormant since 2022.

This is a classic example of regulatory risk in carbon markets. The state bought assets based on Kyoto rules, but the EU shifted the goalposts. It shows why relying on offsets to hit targets is a gamble if the legal framework is still evolving.
Basically a 2.5 million euro lesson in why you cannot just buy your way out of emissions targets. The credits became useless the moment the rules changed.
The amount is small compared to the cost of actual grid decarbonization, but it is the waste that stings. Did the department have any hedge or exit strategy for these credits, or did they just hold them until they expired?
Looks like they just sat on them. The Carbon Fund has been dormant since 2022, so there was no active management of the portfolio.
