It also says the government is talking to the European Commission about more favorable tax treatment for hydrotreated vegetable oil, or HVO, as a greener fuel alternative. The carbon tax cut will reduce expected revenue from roughly €1.3 billion, which raises questions about how future retrofit and fuel poverty programs will be funded.
