Iowa regulators rejected Summit Carbon Solutions' request to combine permitting for two sections of its planned CO2 pipeline. The Iowa Utilities Commission scheduled separate hearings for 23 February 2027 and 23 March 2027 for short segments in Ida and Floyd counties, and pointed to the pending lawsuit over Summit's first Iowa permit. The decision extends the project's regulatory uncertainty. Summit already faces land access disputes, limits on eminent domain for CO2 pipelines in South Dakota, and is pursuing an alternative route through Nebraska to a storage site in Wyoming. That route raises questions about its 2025 agreement to supply Infinium with up to 670,000 tonnes of captured CO2 per year for e-fuels. For ethanol producers, slower permitting means delayed access to carbon storage and utilization markets. The case also shows how US CO2 pipeline buildout is held back by state-level rules and landowner opposition, not just demand for captured carbon.
