What is the actual timeline here? Summit has been at this since 2021. Five years and they still cannot break ground in Iowa. At what point does the project become uneconomic or the tax credits expire? The 45Q ramp is real.

The 45Q credit value depends on when construction starts. If this drags into the late 2020s the inflation-adjusted value erodes. Also the South Dakota eminent domain ban sets a precedent. Other states could copy it. That would kill the whole model of building CO2 pipelines through private land without voluntary easements.

It is interesting that the commission did not just kill the permit. They kept it alive but with conditions that are nearly impossible to meet right now. That leaves Summit in limbo. Either they find a workaround for South Dakota or they redesign the route entirely. Neither is quick or cheap.
