INEOS and Norwegian firm Recuro signed a memorandum of understanding to build an advanced plastic recycling plant at the Bamble petrochemical complex in Norway. The Full Circle project will use pyrolysis to process up to 33,000 metric tons of end-of-life plastic waste each year. The facility will run on renewable electricity and aims to produce circular raw materials for the petrochemical industry, including recycled ethylene and polyethylene for food packaging and medical products. The plant will integrate with INEOS's existing infrastructure at Bamble and Rafnes, reducing the need for new construction. Pyrolysis oil and gas will be fed into the Rafnes cracking unit to make recycled ethylene, which then becomes recycled polyethylene at the Bamble site. The project is designed to help meet the European Union's Packaging and Packaging Waste Regulation (PPWR) requirements for recycled content. Recuro, with support from Innovation Norway and technology partner Vixla, will operate the facility using renewable electricity.
