Indonesia is using COP31 in Antalya, Turkey as a platform to attract green investment and build a credible carbon market. Officials put the country's annual carbon market potential at around Rp138 trillion, or about USD 7.7 billion. The government has issued Presidential Regulation 110/2025 on carbon economic value instruments and GHG emission control, and it recently registered four forestry projects with estimated emission reductions of 30 million tons of CO2 equivalent. Since the Indonesian Carbon Exchange launched in September 2023, cumulative transactions reached IDR 93.97 billion on 1.98 million tons of CO2 equivalent by September 30, 2026. That gap between stated potential and actual traded volume shows how early the market still is. COP31 runs from 9 to 20 November 2026, and the test will be whether the event produces named projects and financing commitments, not just sector lists.
