Indonesia carbon trading reforms restore investor trust with new registration rules

The change, driven by the Ministry of Forestry, replaces Presidential Regulation 98/2021 with Regulation 110/2025. It also lifts the previous ban on trading carbon credits before the 2030 NDC target is met. The Reform Initiatives, a non-profit, says the reforms restore legal certainty and market confidence after years of investor complaints about restrictive rules. The Ministry of Forestry also issued Ministerial Regulation Number 6/2026 to govern forestry sector carbon trading and reinstated suspended carbon credit units from forestry projects. These moves aim to make Indonesian carbon credits more attractive to international buyers. The reforms address a key bottleneck: developers can now register projects through international registries, not just the national SRN-PPI system, which lacked adequate methodologies and made credits hard to sell abroad.
