India's Green Urea Roadmap: How Green Hydrogen and Captured CO2 Could Replace Fossil Fuel Fertilizer

Green urea is made from green hydrogen and green ammonia instead of fossil fuels, using renewable energy to split water for hydrogen and captured CO2 from industry as feedstock. The goal is to cut India's reliance on imported conventional urea, which currently runs at nearly 10 million tonnes per year. The roadmap sits under the National Green Hydrogen Mission, which has allocated Rs 19,744 crore to build out the hydrogen ecosystem. SECI will procure 7.24 lakh metric tonnes of green ammonia annually through e-reverse auction under Mode 2A. A world-scale plant producing 12.7 lakh MT of green urea would need about 10 lakh MT of captured CO2 each year, so industrial CO2 supply chains will be a key piece of the puzzle. If executed, this program could meaningfully cut emissions from one of India's most subsidized and carbon-intensive sectors. The big open questions are cost competitiveness versus conventional urea and whether the CO2 capture infrastructure can scale fast enough to feed the plant.
