India's draft steel policy targets 604 MT capacity and lower carbon intensity by 2047
swarajyamag.comIndia has released a draft National Steel Policy that aims for 604 million tonnes of crude steel capacity by 2047, nearly triple current levels. Per capita steel consumption is projected to rise to 302 kg, with finished steel demand reaching 505 million tonnes. The policy replaces the 2017 framework and sets the stage for a major expansion of the sector over the next two decades. The draft also includes a decarbonisation target: cutting CO2 emissions intensity per tonne of crude steel from 2.54 tonnes to 1.54 tonnes by 2047. It plans to lift steel scrap consumption from 36 million tonnes to 123 million tonnes, reduce dependence on coking coal imports, and grow steel exports to 45 million tonnes. The Ministry of Steel is accepting comments on the draft until October 30, 2026. For carbon and energy watchers, the key tension is scale versus emissions. The scrap and efficiency measures are promising, but the draft does not yet detail the power supply or hydrogen pathway needed to hit the intensity target while tripling capacity. The final policy will matter more than the headline numbers.
