India's draft CAFE-III norms: Carbon neutrality for biofuels and tighter fuel economy targets from 2027

For the first time, the rules include Carbon Neutrality Factors (CNFs) that recognize ethanol, biofuel, and Compressed Bio-Gas (CBG) as carbon neutral, allowing automakers to reduce declared tailpipe CO2 emissions before compliance checks. An 8% CNF is proposed for current ethanol levels, with reductions for CBG and biofuel based on actual blending. The fuel consumption targets tighten progressively from 3.996 litres per 100 km (94.76 gCO2/km) in 2027-28 to 3.3273 litres per 100 km (78.90 gCO2/km) in 2031-32. Manufacturers can claim up to 9 gCO2/km in compliance benefits for approved fuel-saving technologies. Super credits are available for BEVs, PHEVs, strong hybrids, and flex-fuel vehicles. A credit trading mechanism is proposed, with a buy-out price of Rs 2,500 per credit from the Bureau of Energy Efficiency, increasing by Rs 500 annually. Non-compliance penalties apply under the Energy Conservation Act, with small manufacturers (under 1,000 annual sales) exempted.
