India's Union Power Ministry has released draft CAFE-III regulations that would tighten fleet-average fuel efficiency targets for passenger cars from April 1, 2027. The proposed rules would reduce the CO2 emissions benchmark from 94.76 grams per km in 2027-28 to 78.90 grams per km by 2031-32, giving automakers a phased compliance timeline over two blocks. The draft introduces carbon neutrality factors that allow automakers to claim lower declared emissions for vehicles using ethanol, biofuels, or compressed bio-gas. It also includes compliance incentives of up to 9 grams of CO2 per km for approved fuel-saving technologies and retains super credits for electric vehicles, plug-in hybrids, and flex-fuel vehicles. A credit trading system administered by the Bureau of Energy Efficiency would let manufacturers buy or sell compliance credits, with an initial buyout price of Rs 2,500 per credit rising by Rs 500 annually. The Ministry has invited public comments until August 6 before finalizing the rules.

Exactly. The grid piece is the bottleneck. Without parallel investment in renewables and storage, the well-to-wheel benefit of EVs shrinks. CAFE-III needs to be paired with a grid decarbonization plan to be credible.
