India's government has released draft CAFE-III fuel efficiency norms for passenger vehicles, set to take effect from April 1, 2027. The proposed regulations require automakers to reduce fleet-average fuel consumption from 3.996 liters per 100 km in 2027-28 to 3.327 liters per 100 km by 2031-32, equivalent to cutting CO2 emissions from 94.76 grams per km to 78.90 grams per km. The draft introduces several new features including Carbon Neutrality Factors that allow emissions reductions for vehicles using ethanol, biofuels, and compressed bio-gas. A market-based compliance mechanism includes credits that can be traded between manufacturers or bought from the Bureau of Energy Efficiency at an initial price of Rs 2,500 per credit, rising annually by Rs 500. The proposal also retains super credits for electric vehicles and hybrids while adding incentives for approved fuel-saving technologies. Stakeholders have until August 6 to submit comments on the draft, which would apply to M1 category passenger vehicles manufactured or imported for sale in India during the 2027-28 to 2031-32 period.
