The success of this depends entirely on the Nutrient Based Subsidy framework. If the government doesn't price organic carbon as a nutrient, the incentive for distributors to switch from cheap chemical imports to bulky organic manure won't be there.

Basically, IBA wants a mandate to guarantee a market for the byproduct of biogas plants. It makes the energy side of the business more viable if the waste side has a guaranteed buyer.
